Fuel Prices in India: What You Pay at the Pump and Why

India's pump prices sit in the lower-middle band globally. The current average retail price for gasoline (petrol) is about $1.146 per liter, which works out to roughly $4.34 per US gallon. In local currency that is around ₹108.2 per liter. Diesel, the workhorse fuel for trucks, buses and much of Indian agriculture, runs cheaper at about $1.035 per liter. For comparison, the global average for gasoline is about $1.484 per liter, so Indian drivers pay meaningfully less than the world norm.

That positioning is captured in the rankings: India sits at number 41 out of 170 countries tracked, where rank 1 is the most expensive. In other words, fuel in India is cheaper than in most of the world's wealthier economies but far from the rock-bottom prices seen in oil-exporting Gulf states.

What Actually Drives India's Pump Prices

India is one of the largest oil importers on the planet. It produces only a small fraction of the crude it consumes, so the bulk of its supply is bought on global markets and priced in US dollars. This makes Indian fuel doubly sensitive: when Brent crude rises, or when the rupee weakens against the dollar, the landed cost of imported oil climbs immediately.

The single biggest factor between the refinery gate and what you actually pay, however, is tax. India layers central excise duty and state-level value-added tax (VAT) on top of the base fuel cost, plus dealer commissions. Across many states, taxes make up roughly half of the retail petrol price. Because state VAT varies, the pump price differs noticeably from one state to another — a liter in Mumbai or Bengaluru can cost considerably more than in a low-tax state.

India does still subsidize certain fuels, most notably LPG cooking gas and, at times, kerosene for poorer households. Petrol and diesel prices, by contrast, were largely deregulated over the last decade and now move with market and tax conditions rather than a fixed government price. State-run oil marketing companies revise rates frequently, smoothing some of the volatility but ultimately passing through global trends.

The Price Trend: A Decade of Swings

Looking at the data from July 2016 to June 2026, the ten-year average gasoline price was about $0.954 per liter. The cheapest point came on August 15, 2016, at just $0.659 per liter — a period of weak global crude and a relatively firm rupee. The peak arrived on April 11, 2022, at $1.196 per liter, in the months following the energy-market shock that sent crude soaring worldwide.

Today's $1.146 sits above the decade average and not far below that 2022 high, reflecting both a softer rupee and persistent tax loading. The long-run trend is clearly upward, driven by import dependence and the steady weight of duties rather than by domestic supply shortages.

India's relatively moderate ranking puts it in interesting company. It is far cheaper than high-tax markets such as Australia, and worlds apart from crisis-hit pricing in Lebanon. Yet it is more expensive than several oil-producing nations like Trinidad & Tobago or low-income importers such as Liberia. FAQ

Why is petrol so expensive in India when it imports cheap crude?

The crude itself is only part of the bill. Central excise duty, state VAT and dealer margins together can account for roughly half the retail petrol price. Even when global oil falls, high fixed taxes keep Indian pump prices elevated, which is why the current rate of about ₹108.2 ($1.146) per liter stays well above the base import cost.

Is diesel cheaper than petrol in India?

Yes. Diesel currently averages about $1.035 per liter versus $1.146 for petrol. Diesel powers most freight, public transport and farm equipment, so it has historically carried lighter taxation to keep transport and food costs in check.

How much do fuel prices vary across Indian states?

Quite a lot. Because each state sets its own VAT rate, the per-liter price can swing several rupees from one state to another. High-tax metros tend to be the most expensive, while states with lower VAT offer cheaper fills, even though the underlying crude cost is identical nationwide.
